Appropriations and Policy Update


FY 2010 Appropriations

The Senate returned from the August recess hoping to pass the remaining appropriation bills as quickly as possible while the Senate awaits the Health Reform legislation. The Senate Appropriations Committee completed marking up its final bill, the Defense spending bill, on September 10th and reported the bill to the Senate.

Of the eight bills the Senate needs to pass the Transportation/HUD, Interior-Environment and Commerce, Justice and Science bills are the most likely to go in the first wave of bills to the Senate floor for passage. Even with full cooperation from the minority, the need for a Continuing Resolution (CR) seems likely with the end of the Fiscal Year approaching on September 30th and an omnibus spending bill is also likely to be used to package the several bills that will not be completed under regular order.

The House passed all twelve of its appropriation bills prior to the August recess and House-Senate conference on the four bills the Senate has also approved have begun at the staff levels. Those four bills are Agriculture, Energy & Water, Homeland Security and Legislative Branch.

Health Care Reform in the House

House leadership plans to bring H.R. 3200 (America's Affordable Health Choices Act) to the floor during the month of September or early October.  The House may not bring its bill to the floor until the Senate Finance Committee reports its bill to the full Senate.

Health Care Reform in the Senate

As the Senate Finance Committee "gang of six" negotiations have dragged on without resolution, Committee Chairman Baucus will release the chairman's mark during the week of September 14 and begin marking up the week of September 21.

The Senate Health, Education, Labor, and Pensions (HELP) Committee completed work on its version of the bill in July which will need to be merged with the Finance Committee's once that has been reported by the Committee.

With the passing of Chairman Edward Kennedy in August, Senator Tom Harkin will be the new Chairman of the HELP Committee while Senator Blanche Lincoln will replace Harkin as Chairwoman of the Agriculture Committee.
