LEGISLATIVE UPDATE FOR AUGUST 17, 2009:

Appropriations and Policy Update


FY 2010 Appropriations

The House completed work on its remaining FY 2010 appropriation bills with the passing of the Transportation/HUD bill on July 23, the Labor, Health and Human Services bill on July 24 and the Defense spending bill on July 30.

The Senate will consider its remaining appropriations bills when it returns from the August recess on September 8. Senate leadership is hoping to pass four of the remaining eight bills through regular order rather than through a short-term Continuing Resolution prior to the start of the new Fiscal Year beginning October 1.

Below is a status update for each of the appropriations bills for the House and Senate.

Health Care Reform in the Senate

Senate Finance Committee Chairman Baucus has set a mid-September deadline for reaching a deal with committee Republicans on health care reform. Members continue to negotiate over key provisions including the overall cost of the bill; federally mandated employer coverage; expansion of Medicaid programs; and the implementation of a government run public insurance plan. The possibility exists that the public plan maybe dropped and/or a nonprofit medical cooperative will be offered as an alternative.

Health Care Reform in the House

The House Energy & Commerce Committee, the final committee needing to mark up its version of the Affordable Health Choice Act, passed the legislation out of committee on July 31 by a vote of 31-28. The Committee made several concessions in its bill to appease moderate and conservative Democrats including reducing subsidies to help low income families buy health insurance in order to pay for an expanded small business exemption.
