LEGISLATIVE UPDATE FOR JULY 27, 2009:

Appropriations and Policy Update


FY 2010 Appropriations

 The House continues to work on passing all twelve appropriations bills before the August recess.  The full House passed the Transportation/HUD bill on July 23 and the Labor, Health and Human Services and Education appropriations bill on July 24.  The only bill not yet passed by the full House is Defense and that is expected to be on the House floor by July 30. 

The Senate Appropriations Committee will continue marking up its bills the week of July 27.  The Labor, Health and Human Services and Education bill is scheduled to be marked up by the full committee on July 30 along with the Transportation/HUD appropriations bill.  As the Senate has passed only two of its appropriation bills at the time of this writing we can anticipate a very busy September prior to September 30 when the current fiscal year ends.

Below is a status update for each of the appropriations bills for the House and Senate.

Health Care Reform in the Senate

The Senate Health, Education, Labor and Pensions (HELP) Committee completed marking up the Affordable Health Choices act on July 15 on a party line vote after weeks of amendments being offered. The Senate Finance Committee has still not released its version of the health care bill.  Chairman Baucus continues to negotiate the bill with Finance Committee members on key provisions including the overall cost of the bill; federally mandated employer coverage; expansion of Medicaid programs; and the implementation of a government run public insurance plan which appears to be moving towards a nonprofit medical cooperative.  Majority leader Reid has announced that he would like to give the Finance Committee more time to continue to seek a bipartisan agreement and the bill will therefore not be considered by the full Senate until after the August recess.

Health Care Reform in the House

The House health care bill titled America‚Äôs Affordable Health Choices Act of 2009 (H.R. 3200) has moved through two of the three committees of jurisdiction.  The Education and Labor Committee began marking up the bill on July 15 and was passed out of commi
