J. Michael Hall
J. Michael Hall is a principal, equity partner and a founding member of Madison Associates, LLC, a government relations firm in the Nation's capitol. Mike has had extensive and unique experience in Washington including senior positions in the White House Budget Office, in the United States Senate and in the private sector in a career spanning over 35 years.
From 1976 to 1993 Mike held senior staff positions on the Senate Appropriations Committee serving as staff director of four of the Committee's Subcommittees: the Labor, Health and Human Services, Education and Related Agencies Appropriations Subcommittee; the Transportation Appropriations Subcommittee; the Treasury, Postal Service Appropriations Subcommittee; and, the D.C. Appropriations Subcommittee. Mike managed the Labor-HHS Subcommittee, the largest domestic subcommittee for five years. This subcommittee includes three cabinet departments, 15 independent agencies, over 800 federal programs is currently funded at $170 billion. These experiences have given Mike extensive contacts in the Congress with both Members and staff, in the Administration, and with many groups in Washington.
Since 1993 Mike has provided consulting and lobbying services to a number of clients including universities, medical and scientific specialty societies, research laboratories, associations, and corporations.
Prior to his experience on the Hill, Mike spent five years at the White House Budget Office where he received a Presidential citation for his work in reforming natural disasters assistance. At the Office of Management and Budget, Mike handled accounts relating to Science, Commerce and Small Business and was responsible for helping formulate the Administration's annual budgets for these several program areas. Through these experiences, Mike has developed in-depth knowledge of program substance, process and of the key decision-makers one must impact to get things done in Washington. Mike is an expert at planning and implementing strategies to successfully accomplish client goals.
Mike has an M.B.A. with a Finance emphasis and has been active in his community's civic, church, and political affairs. He has served as a member and Chairman of the Arlington County Planning Commission, President of the Arlington Retirement House Corporation, Chairman of the Board of Trustees of his church; and President of his neighborhood Civic Association. Prior to earning his MBA, Mike spent two years in southern Thailand with the Peace Corps.
